Brian Zupruk serves as Legal and Operations Advisor for IRI. In this role, Brian supports IRI’s General Counsel on legal matters and IRI’s Vice President for Global Operations on cross-Institute operational initiatives. Having originally joined IRI in 2009, Brian brings nearly 15 years implementing and managing international democracy and governance projects to this role. Brian experience includes more than a decade overseeing IRI’s Iraq, Afghanistan, and Pakistan programs as Regional Program Manager for MENA and service as lead technical writer for IRI in his role as Senior Business Development Specialist.

Originally from Ithaca, New York, Brian received his J.D. from the George Washington University Law School and his B.A. in international affairs from George Washington University. At GW Law, he served as Senior Notes Editor for the George Washington International Law in Domestic Courts Journal. Brian’s research on enforcing U.S. sanctions against Iran, Russia, and North Korea has been published in the Tulane Maritime Law Journal and by leading national security outlet Lawfare. Brian also received GW Law’s 2022 Finnegan Prize in Intellectual Property Law for his analysis of how international trade agreements impacted the global pandemic crisis response. Brian is a member of the Washington, D.C. Bar.
