Hui Hui Ooi is an Advisor for Technology & Democracy at the International Republican Institute (IRI). As a technical expert in the space of technology and democracy, she focuses on driving impactful programming and partnerships at the intersection of technology, democracy building, and human rights. In this role, she serves as the focal point for program design and implementation for IRI’s countering digital repression, internet freedom, information integrity, and emerging technologies portfolio and provides technical assistance to country programs on these topics. She is also a Southeast Asian specialist and covered DRG programming in countries such as the Philippines, Indonesia, Timor-Leste, and the Pacific Islands, prior to joining IRI’s Technology & Democracy Practice.

She has co-authored several publications and articles, including, Zimbabwe 2023 Elections: A Risk Assessment of the Online Information Space , Guatemala 2023 Elections: A Risk Assessment of the Online Information Space, How Facebook Fuels Religious Violence on Foreign Policy, and Combating Information Manipulation: A Playbook for Elections and Beyond.

Prior to joining IRI, Hui Hui spent seven years at the Atlantic Council’s Scowcroft Center on International Security, focusing on foreign policy and Asian security and strategy. She expanded the Atlantic Council’s network in the Asia-Pacific and directed the Asia Strategy Task Force by engaging US and foreign policymakers, technology and private companies, civil society, and academia at roundtables and interviews, leading to the release of A Strategy for the Trans-Pacific Century report. She also served as a Chief of Staff at the Scowcroft Center and provided operational guidance and solutions on key strategic priorities of the Center’s leadership.

Hui Hui has a Master’s Degree in International Relations from Syracuse University and Bachelor’s Degree in Economics and International Studies from Miami University of Ohio. She is a native Mandarin speaker and Bahasa Malaysia.
